A 15-rouble policy and an 800-euro bill: where saving money turns into debt
A cheap insurance policy doesn't cover treatment — it covers a call to a call centre. You find that out in the admissions ward in Antalya.
A broken ankle on the slippery edge of a water park near Side costs roughly 600–900 euros: an X-ray, a cast, an orthopaedic consultation, sometimes a night in a ward. And the policy you bought for 15 roubles for a week is, at that very moment, doing exactly what you paid for — connecting you to an assistance company. Then things get interesting.
The difference between a 15-rouble policy and a 60-rouble one isn't a brand markup. They are entirely different products dressed up to look the same.
What hides inside a cheap policy
The first thing they cut is the coverage limit. The Schengen minimum is 30,000 euros, and cheap policies sit right at that floor. That sounds like a lot — until you end up in a UAE intensive care unit, where a single day in the ICU easily runs 1,500–2,000 dollars and neurosurgery after a road accident can run into tens of thousands. Those 30,000 euros run out faster than you'd think.
The second is the deductible. Budget policies often carry a 50–100-dollar non-reimbursable excess per insured event. If you make a minor visit to a doctor for a fever and a course of antibiotics, the entire bill can come to less than the deductible. Meaning you pay everything yourself, and the policy just watches.
The third is the exclusions list, which is longer than the policy itself. Alcohol in your blood (you're on holiday), a flare-up of a pre-existing condition, "active leisure" — a category that can easily swallow quad biking, scuba diving, and even a banana boat ride. A more expensive policy either includes these options or honestly offers them as add-ons.
Where it all comes crashing down
Turkey is the most common scenario for a Belarusian traveller, and the most telling one. Private clinics in resort areas operate on a "pay first, see the doctor second" basis if the assistance company hasn't issued a payment guarantee. With a good policy, the company contacts the clinic directly and you receive treatment without touching your own money. With a cheap one, you're told: "Pay upfront, keep your receipts, submit a claim when you get home." And there you are, standing at an ATM in a cast.
According to WHO data, average global health spending runs at around 1,067 dollars per person per year — but in an emergency abroad, you can receive that annual figure as a single bill in the space of a couple of days. That is precisely why a 45-rouble saving on a policy ceases to exist the moment you walk into an admissions ward.
How to read a policy in five minutes
Don't chase the impressive coverage figure on the front page. Look at three things: the deductible amount (you want zero), the territorial scope (worldwide, not "excluding country of residence" in the small print), and the wording around active leisure. If you're planning to rent a scooter in Batumi — and in Georgia every other tourist does — make sure that riding a motor vehicle isn't in the exclusions. Otherwise any bump or bruise becomes entirely your problem.
Also check how payment is handled: "direct settlement" (the clinic receives a guarantee from the insurer) versus "reimbursement on return." The first saves your wallet on the spot. The second turns your holiday into a quest involving receipt collection, certified medical-document translations, and months of waiting.
A cheap policy isn't insurance. It's a border pass, a piece of paper for the consulate. It works right up until the moment you actually need help. That moment is rare — but that is precisely why it's worth paying those extra 45 roubles, because if you don't, they'll come back to you as a bill with three zeroes.
